It is proposed to use communication as a tool for improving gains across all program components with an overall aim to support NACO’s IEC and Mainstreaming Division in a 360-degree multimedia approach encompassing advocacy and communication strategies.

About the positions
1. Lead- Advocacy and Communication (1)
Lead, Advocacy and Communication will report to Director Programs-SHARE INDIA and will be responsible for working closely with NACO’s IEC and Mainstreaming Division to develop and implement National & State communication Strategy
Qualification and Desired skills
• MBA/Post graduate degree in Communication/ Social Science /Humanities from a reputed University/ Institute
• 8 years of experience in development sector is desirable
• 5 years of relevant experience at national level in development and social sector program is desirable
• Minimum 5 years of experience in planning, implementing and monitoring of communication activities
• A good understanding of new media and traditional media, ATL/BTL and other media vehicles
• Excellent understanding of HIV and development issues
• Good knowledge of national, state and district level government administrative structures and processes
• Sound understanding of right based approaches to healthcare issues
• Experience in designing strategies on social sector issues
• Proficient in Office software packages
• Excellent spoken and written English and Hindi communication skills

2. Lead- Policy, Law and Stigma (1)
Lead- Policy, Law and Stigma will report to Director Programs-SHARE INDIA and will be responsible for working closely with NACO’s IEC and Mainstreaming Division in addressing stigma and discrimination related to HIV sector
Qualification and Desired skills
• PG degree in Social Sciences/Public administration
• 8 years of experience is desirable at National Level in development Sector/Government/Ministries in providing IEC Support for implementation of programme and management advisory services.
• Sound knowledge of National, State, District level administrative structure and processes and right based approaches to HIV prevention and Care including experience in field implementation.
• Understanding of law, constitution and human rights issues surrounding HIV.
• Ability to design and conceptualize interventions for redressing immediate issues.
• Experience in designing strategies on social sector issues.
• Sound understanding on gender issues.
• Proficient in Office software packages.
• Excellent spoken and written English and Hindi communication skills
Job requirements
• Support NACO in addressing stigma and discrimination related to HIV sector
• Support the Central and State Governments in implementation of the HIV and AIDS (Prevention &Control) Act, 2017
• Technical support to the Central and State Governments in formulation and dissemination of sub-ordinate legislations (Rules, Guidelines, Policy) vis-à-vis Act.
• Technical support to States in establishment and functioning of grievance redressal mechanism
• Capacity Building of Ombudsman and Complaint Officers across India.
• Liaison with key stakeholders for implementation of Policy and establishment of grievance redressal.
• Capacity Building of State officials
• Implementation of Stigma and Discrimination Guidelines.
• Facilitate Knowledge Management and cross-learning via innovation meets
• Handle Gender and discrimination related cases.
• Undertake research and conduct pilot studies

3. Programme Officer- M & E and Documentation (1)
Programme Officer- M & E and Documentation will report to Director Programs-SHARE INDIA and will be responsible for working closely with NACO’s IEC and Mainstreaming Division in Capacity Building of SACS officials on data analysis and reporting mechanism
Qualification and Desired skills
• Post graduate degree/ diploma (public health/ statistics/ demography/informatics)
• Minimum three years experience in programme monitoring/ data analysis/evaluation preferably in public health/HIV/AIDS
• Proficient in Office software packages
• Excellent spoken and written English and Hindi communication skills
Job requirements
• Develop Monthly reporting format for National and State level activities.
• Analysis of monthly reports.
• Capacity Building of SACS officials on data analysis and reporting mechanism.
• Review and analyze monthly programme data, epidemiological data, NFHS and bring out quarterly recommendation.
• Review and updating programmatic and implementation indicators.
• Analyse data from databases to drive optimization and improvement of development and strategies.
• Provide monthly assessment of project activities.

4. Programme Officer- Digital & Innovation (1)
Programme Officer- Digital & Innovation will report to Director Programs-SHARE INDIA and will be responsible for working closely with NACO’s IEC and Mainstreaming Division to Manage and oversee social media content and hand holdings of State officers for Social Media Platforms
Qualification and Desired skills
• Post Graduate/ in Communications/ Social Sciences/ Humanities/Technology from a reputed University/Institute
• Minimum three years of experience including post-graduation in programme monitoring/ data analysis/evaluation preferably in public health/HIV/AIDS.
• Proficient in Office software packages.
• Excellent spoken and written English and Hindi communication skills
Job requirements
• Manage and oversee social media content
• Measure the success of every social media campaign and provide inputs.
• Stay up to date with the latest social media best practices and technologies.
• Maintain, update, upgrade content and monitor social media platforms

RFP for Hiring of agency for publishing NACO Newsletter

Background The NACO News is a bilingual (Hindi & English) quarterly bulletin published by National AIDS Control Organization (NACO). The newsletter covers key initiatives, challenges and activities undertaken monthly at National & State level.

The NACO Newsletter is shared with State AIDS Control Society (SACS), Development Partners working in Health & HIV Sector, International NGOs, Ministries/Departments, civil society organizations and other stakeholders.

This year, NACO is planning to opt for the E-Newsletter, digital format of NACO News in the form of E-Newsletter for wider dissemination of the bulletin to the stakeholders on monthly basis. In addition, there would be printed copies for distribution too. The agency will be required to produce the newsletter in two forms:

SHARE INDIA invites proposals to hire an agency for designing of E-Newsletter and printing of Newsletter as per the specification given in the RFP.


Expectations from the agency
  1. Collection of content:
    Articles, pictures & content for the NACO Newsletter titled “NACO News” would be provided and shared by SHARE INDIA/NACO to the agency.

  2. Dummy Design:
    The designing of the newsletter has to be done by the agency. Three designs per month have to be provided for cover page to SHARE INDIA/NACO for approval in which one out of three will be chosen as the final design. The agency should share dummy design before the final printing/upload of the NACO Newsletter.

  3. Language :
    The newsletter has to be prepared in English and Hindi.

  4. Delivery:
    The agency has to deliver printed Newsletter as well as the PDF (Hindi & English copy) to SHARE INDIA/NACO office.

  5. Reporting:
    Agency is also required to share proof of execution along with delivery report on monthly basis, which shall include the following:
    i)Delivery rate
    ii)Open Rate
    iii)Click Rate
4. Technical Requirement for the agency (In total 100 Marks)
  1. The agency should have an existence for a period of 3 years as publishing agency as on the date of publication of this document (25 Marks).
  2. The agency should have technical skills in designing, editing and printing of the E-Newsletter (25 Marks).
  3. The agency should provide brief profile of their work experience for the last three years along with the samples of work done earlier with the bid document (25 Marks).
  4. Team composition and profile of key professionals to be engaged in this activity (25 Marks).
Total points for the four criteria: 100
The minimum technical score required to pass is: 70%


5.Payment:
Payment will be made to the agency after the certification of delivery (both electronic and hard-copy) on actual basis.

6.Duration of the Contract:
The contract will be awarded for three years. This would be subject to yearly extension upon satisfactory performance.

7. Extension of contract:
The contract will be extended on yearly basis based on satisfactory services.

8. Final Stage
  1. SHARE INDIA will award the contract to the applicant whose quotation has been determined to be substantially responsive and who has offered the lowest evaluated quotation price.
  2. Notwithstanding the above, SHARE INDIA reserves the right to accept or reject any quotation and to cancel the RFP process and reject all quotations at any time prior to the award of contract.
  3. The results will be notified of the award of contract by the SHARE INDIA prior to expiration of the quotation validity period.
